4 easy steps
Uses: Selective Color

1. First, resize or crop your base layer to 100 x 100 pixels, because it is the actual size you need for the icon.

It should be like this:



You can choose whether to sharpen or blur etc. your icon base, its up to you =]

2. Duplicate the base layer. Set the duplicated base layer to Screen. Now set the layer's opacity at 40%

It should look like this:



3. Next, Go to Layer > New Adjustment Layer and create a Selective Colour Layer with the following settings:

Reds:
Cyan -68
Magenta +11
Yellow +29 -29
Black +0

Yellows
Cyan -76
Magenta 0
Yellow -34
Black -16

Neutrals
Cyan 0
Magenta 0
Yellow 0
Black -20

The layer should now look something like this:



4. Now, do another Selective Colour layer again

Just by going again Layer > New Adjustment Layer and create a Selective Colour Layer with the following settings:

Reds:
Cyan -100
Magenta 0
Yellow +100
Black 0

Yellows
Cyan -83
Magenta 0
Yellow 0
Black 0

Neutrals
Cyan +21
Magenta -41
Yellow -43
Black 0

And now it should finally look like this...
