Quick things - Rocky is actually mentioned as being hispanic on the show. During the stupid characters are de-aged thing (the Alien Ranger thing that led into Zeo) they all go visit their countries of origin, and Rocky ends up in Mexico, IIRC. And during Zeo they make a whole big thing about Tommy (supposedly) being Native American, but that entire thing was STUPID and I hated both David and Sam Trueheart (I think that was his name?), so I pretend it doesn't exist.
(They've also never had a non-evil female red ranger, which annoys me)
I don't think he actually is, but I'm not sure. I just remember thinking the entire plot was stupid, and I didn't care about Tommy at all.
Well. Trini? I mean. The original yellow ranger was pretty clearly male in the original series....
Um. For missing seasons... all I remember was that the blue ranger in Lost Galaxy was Asian, the green ranger in Lightspeed was African American (And also incredibly obnoxious) and I haven't seen either of the other two seasons. I also remember nothing about the girls in any of the seasons. (Well, the pink ranger in Lightspeed was White, and so was the sixth ranger, who was her brother and also slightly evil. Possibly they were REALLY rehashing PRiS.)

But yes, it was strongly hinted that Tommy was Native American. And his twin certainly looked more stereotypically Native. Since this was the actor's twin as well, I think they are Native.
If you're making distinctions, Adam is half Korean, half White, which is a very important for some cultures (for example in Hawaii, half Japanese, half white people are called 'Hapas' and there is the whole 'one drop' rule in American history) and not so much in other cultures (Europe/UK). I believe the actor's half Irish but I'd have to double check.
I identify as Hapa, even though I am not half white; I'm half Mexican. Thus I am mestizo too. :) Adam's bi racial background was huge for me as a child--he was the first mixed person I clearly remember seeing on tv (beside some random kids on Reading Rainbow). Its nice to see us represented at any rate. :)
All I know about Johnny Young Bosch is that he's from Missouri. And kind of an asshole.
But the mixed thing is good to know. I'll edit the post to reflect it because I can't think of any other PR characters who are bi/multiracial, can you?

The kids at #prfic are debating right now if Cole is mixed. I know that Katie's character is because we are shown a picture of her family and her mom is white. Cole...now I havent seen WF but the guy's name is Ricardo Medina Jr. BUT his ethnicity wasn't mentioned on the show and I think angel and arrow have covered this, his show parents were white and racial other.
So I guess...short answer: Katie from TF yes. Cole from WF maybe.
"Cam's either just a Chinese actor playing Japanese, or he's supposed to be a mix of the two", according to angel_negra. Blake's actor is Filipino, for the record. So is Trent's, but I can't say for sure whether his character was Filipino or Latino; the last name works for both, and he was just generic anyways, so you couldn't tell a difference. Pitfalls of being adopted, I suppose. Despite accent slips, I'm pretty sure Mack and his father are pure-blooded American (if such a thing exists

I know you skipped the Alien Rangers, but I think they deserve a mention if only to show that the Aquitians had racial groups too. Delphine (White): White, but notable in being our first on screen female leader. Aurico (Red): White Corcus (Black): White, Latino or Hispanic, hard to tell under the head covering. Cestro (Blue): Black, notable as well as the most developed character of the team. Tideus (Yellow): White, but notable as our first boy Yellow Ranger.

I noticed that thing about the female red rangers, but it's understandable in that they sort of have to match up genders to the Japanese version.
