Попался на глаза вот такой график. Тоже в форме клюшки, как у глобального потепления. Никто не в курсе, почему в начале 80-х кривая резко пошла вверх?

Как один из вариантов - повысилась раскрываемость и/или ужесточили наказания за мелкие правонарушения.

С чего она повысилась и/или почему ужесточили? Право то прецедентное, давать более тяжелое наказание за то преступление, за которое кто-то ранее получил меньше - не комильфо.

Вроде еще за некоторую административку ввели реальные сроки вместо штрафов.

While the United States does have a murder rate 4 times higher than most western European nations and crime rates did increase through the 1960’s and 70’s, the crime rate alone cannot explain the six-fold increase in incarceration over the past 3 decades. One major study showed that, between 1980 and 1996, increases in crime explained only 12% of the rise in incarceration, while changes in sentencing policy and drug policy accounted for nearly 88% of the drastic increase in the United States’ incarceration rates. Essentially, people are more likely to be sentenced to prison for federal and drug offenses and are being sentenced for longer period of time.

Этапы большого пути:
In 1972, United States President Richard Nixon announced the commencement of the so-called "War on Drugs." Later, President Reagan added the position of drug czar to the President's Executive Office.

In 1973, New York State introduced mandatory minimum sentences of 15 years to life imprisonment for possession of more than four ounces (113g) of a so-called hard drug, called the Rockefeller drug laws after New York Governor and later Vice President Nelson Rockefeller. Similar laws were introduced across the United States.

Ужесточились наказания. В частности ввели: "Three strikes and you're out" - пожизненные заключения за преступления с оружием и за наркотики.
