They are naturally high, but when you take in account of the raw power at his disposal through Gate of Babylon and his golden armor, which shrugged off a barrage of slashes from Excalibur with ease, the ranks are meaningless even if they are already good. In Fate route, Shirou truly mistook Gilgamesh's armor as his Noble Phantasm because it completely withstood Saber's Excalibur at full without getting dented. Shirou sucks, yes, but still. It's not one, but his armor is fully qualified to be one. Gilgamesh's base stats are above average for a Servant, but it is really his Noble Phantasms that place him as one of the most powerful characters in the whole of Nasuverse.
Alignment: Chaotic Good
Definitely a controversial topic of debate in the fandom. In the end, everyone more or less settled with the theory that Gilgamesh's ego is so huge that if one goes off of his claim that the world is his, then it may be perhaps only natural that whatever he decides is best for the world WILL be the best for the world, so if what he settles for is mass genocide, then so be it. ...In other words, he's so awesome that he gets to decide what's good for Earth. Uh... yeah.
Would probably be more applicable to him when he was alive, but Nasu went for a pre-Enkidu Gilgamesh in terms of personality even if it's canonly stated that he died from grieving over his brother. ...Which in itself is inaccurate and historically incorrect, if not unproven, but hey, this IS fiction.

Independent Action: A+
A skill available to Servants only of the Archer class, this allows the Servant to function apart from the Master and maintain his existence for a considerable amount of time, without the need to constantly receive prana from the Master.
Magic Resistance: E
Cannot cancel spells, but magic damage is reduced somewhat. An useless skill when Gilgamesh is in full armor, because nothing less of a B- rank Noble Phantasm can even come to scratch it, not to mention that he is likely in possession of countless anti-magic wards that would also potentially have the ability to completely reflect an attack from a spell.
[Personal Skills]
Divinity: B
Originally A+, since Gilgamesh is a demigod born with 2/3rd divine blood. It then dropped an entire rank and a half because of his immeasurable scorn and disdain to the purely divine gods of his own era themselves, hence the average rank that he was ultimately attributed to with.
Golden Rule: A
The simple ability that basically dictates one to be stinking rich and will never, ever have trouble with money. Whether it is only natural that Gil has this skill or would it be snort-worthy to note that in the Nasuverse, being rich is an actual 'skill', that's up to whatever one fancies.
Charisma: A+
The ability to command a large army, going so far as to boost the entire troop's morale to greatly heighten their battle efficiency. At A+, it is more of a curse than mere popularity; normal people will find themselves inevitably fascinated and attracted towards one with such a distinct air. How this can work with Gil's personality is again anyone's guess, but he was very popular with children in Hollow/Ataraxia.

Type-Moon Wiki "Weapons in it can be thrown out like projectiles or taken out normally. Strictly speaking, the weapons inside it aren't Noble Phantasms but the prototypes of them, or one way of putting it, nameless/fameless Noble Phantasms. The most dangerous thing for other Servants though is as Gilgamesh has most of the weapons that became Noble Phantasms in his vault, most often he'll have a weapon that had been their weakness when they have been alive."

Gate of Babylon should hold the original to everything that ever existed. Power-wise, that would sound pretty shoddy for technology, since the farther you go back the crappier things were, but of course in Noble Phantasms' cases, the older the mystery, the more powerful it is. So GoB is full of godhax.
Canonical Content Listing
In the VN and the anime, Gil's shown to possess the original of a LOT of weapons. At least a few hundreds, but only a handful has been properly identified. Here's a listing with a brief description, and... yes. I've taken up the liberties of making up a few titles because a Noble Phantasm isn't a Noble Phantasm without a sophisticated and fancy one; they are marked with a *. Have at it.
- Merodach - The Original Sin: The original to Gram (also known as Balmung), that is in turn the original Sword in the trunk that chose its owner of Norse myths, which Caliburn and then Excalibur are modeled after. Gram is associated with the hero Sigurd, and used to kill the dragon Fafnir. It also has anti-Dragon properties, hence possesses an edge when used against the King of Knights, who is also known as the red dragon of Britain.
- Dainsleif - The Original Malice*: It is to Gram as night is to day. The demonic sword that first belonged to the dragon Fafnir, and the vengeful blade that ultimately claimed the hero Sigurd's life. Powerful, but heavily cursed and draws its wielder to ruin without fail - that is, unless one's Luck rank is impressive enough.
- Harpe - Life Reaper*: The mythical scythe that was used by the Greek hero Perseus to slay the gorgon Medusa, it possesses the ability to inflict wounds that cannot be magically cured, hence allowing it to bypass immortality and attributes related to such. Natural healing is the only way to recover from a wound inflicted by Harpe.
- Durandal - The Peerless Sword: The sword of the French Hero Roland. It is said to hold Three Miracles, and will not lose its edge and power even if its owner's prana is depleted.
- Vajra - Indestructible Diamond Pounder: A projectile that encompasses the qualities of a sword, an axe, and a lance, this Noble Phantasm of Hindu origins is associated with Indra, the god of lightning. It can be only shot once, and inflicts a fixed amount of damage that would rank it as B+.
- Gáe Bolg - The Spear of Striking Death Flight: Lancer's Noble Phantasm, also seen within Gate of Babylon. There's no reason why it would not possess the same powers as the one Lancer truly wields: that is, to reverse causality and effect and pierce the heart of its target without fail (Anti-Unit rank Noble Phantasm), or be launched as a deadly missile to clear an entire field of obstacles (Anti-Army rank Noble Phantasm).
- Caladbolg - The Spiraled Sword: A drill-shaped sword that belongs to the Irish hero Fergus mac Róich, and the natural enemy of Cú Chulainn, who is bound by geass to be defeated by this weapon. More notable for the 5th war Archer's use of it as a Broken Phantasm in "Unlimited Blade Works" and suspected to be of A rank, Gilgamesh possesses the original in his vault.
Others
This is my pure headcanon at work. NONE of this is canon; if it's here, it's because Gil would have made use of it at least once in Som as a result of my personal speculation. Noted for reference, if nothing else.
- Prometheus' Fire - The Knowledge Robbed From Heaven: As it says, it is the original Fire that the Greek mortal hero Prometheus stole from Zeus and gifted mankind. Condensed into a malleable form that can be used as a projectile either under the form of a lance or of a sphere, it completely ignores divine warding. It could somewhat be classed as an anti-Divinity weapon, but it can only dispel divine magic that has been previously cast/set-up. To a divine entity itself, it will deal its regular amount of fire damage.
- Mjllonir - Jotun Killer: The famous hammer that is the trademark weapon of Thor, the brawny Norse god of Thunder.
- Gungnir: Of Norse legends, it is the divine lance that belongs to Odin, the leader of the Norse pantheon.
- Nine Lives (Bow)
- Lúin of Celtchar - The Burning Lance of A Thousand Blood Curses: Another famed lance of Irish origins, it was originally wielded by Celtchar mac Uthechar. It is a cursed lance that would burn and kill its owner with the overflowing blood of the enemies it has slain in battle, if its flames are not quenched first by dipping it into a cauldron full of potent venom.
- Ama-no-Murakumo-no-Tsurugi - The Sword of the Gathering Clouds of Heaven: Later to be known as Kusanagi-no-Tsurugi, or simply the famed sword Kusanagi, it was the sword that the Japanese deity Susano-o obtained after slaying the eight-headed serpent, Yamata-no-Orochi. Its affinity is Wind.
- Claíomh Solais - The Blade of Light of Findias: One of the Four Treasures Tuatha Dé Danann, this blade or Irish legends is said to be inescapable and irresistible.
- Aegis - The Buckler of Ageless Wisdom: Originally belonging to Zeus, the God of Gods in Greek mythology, it was then passed onto his daughter Athena as a splendid shield that protects its wielder of all manners of assaults. A support-type Noble Phantasm, somewhat comparable to Rho Aias.

Enuma Elish - Star of Creation that Splits Apart Heaven and Earth

"Enuma Elish is the original scripture of the country of death, the root of all memory of life. As Gilgamesh puts it, it defines Truth. It is the state even before the creation of Heaven and Earth, when the planet didn't bear the existence of life - that is, Hell. Although it is not present in the records passed down, it is said to be carved down in the genes that can't be seen with the naked eye. Somehow, it is what defines that Truth, what builds that Hell."

Type-Moon Wiki "Digressing a little, this drill shaped-sword was modeled after a bedrock drill made to dig undersea tunnels. As far as drills go, it somehow looks like it was crossed with a spear, with multiple gears piled up to dig a gigantic hole. The three parts of the blade spin separately, as if it was eating bedrock little by little. By compressing and accelerating wind pressure, it becomes a fake space-time dislocation that pulverizes any opposition. With an output power surpassing Saber's Excalibur, it is the "sword that cut the world apart". Strictly speaking, the Noble Phantasm is Ea, and Enuma Elish is the name of the attack at its highest power.
[On Enuma Elish] Its attack power is so strong that an elimination rank AC or a counterattack with an equivalent damage level is needed to defend against this Noble Phantasm. Damage is STRx20 but MGI can be added to STR at random. The maximum damage is 4000, but it can increase even further with the support of the Noble Phantasms in his treasury. The wealthier, the stronger."

"Enkidu is the Noble Phantasm favoured by Gilgamesh. It is a chain used to hold the "Bull of Heaven" that brought seven years of drought and famine onto Uruk, and is a Noble Phantasm that Gilgamesh trusts more than Ea.
It holds the power of "Command to Gods". It grows stronger as the target has more divinity, and thus is one of the few anti-divine weapons. To a target that has no divinity, it is no more than a solid chain."

You're fucked if you have any divine blood flowing through your veins. This encompasses demonic essence as well, for Gilgamesh uses it on Angra Mainyu's shadows in Fate/Hollow Ataraxia.
