I love your point that Dick is the one who got away because he was never really Gotham's in the first place, but Jay, Tim and Steph were all Gotham born and bred--if from very different parts of Gotham.
Your characterization of her giving Bruce his rogues, his friends and allies, is amazing. A lovely, Gaimanesque take on Gotham and the people she holds close.

Gotham thinks of Tim as not-really-one-of-hers - partly because I like the distinction with the Even Robins, and collective fanon has impressed upon me that Dick and Tim don't really get Gotham the way Jason and Steph and arguably Bruce do ('arguably' since you would't get the same answer whether you asked Dick or Jason).
Textually, Tim didn't have any link with Gotham's underworld before Robin happened, and Gotham never killed his parents in an alley, so... she doesn't see him as her. Like she's the grandmother who's going a little odd, so your parents have taken her at home?
Not that Tim is going to get away from Gotham, but that's because of his own decision and because of what he feels is his duty to Batman, not because Gotham has plunged her claws into his soul.
