When FunkyFrum says for example that a dress "ends right below the knee", how can they know without giving a skirt length and/or a buyer height (and also "thickness" ;) )??

Contact your local rebbetzin. Now she's the person you turn to when you have those tznius halachahic questions. She's the one who knows the community standards intimately.
Most of misses clothing is geared towards a woman who's 5'4" - 5'7" with an average length torso, legs, and arms. I live in a Chassidishe enclave but I go to a mixed shul. I can get away with more stuff but then again I ain't sporting a bare midriff with belly chain in there either.
Personally, I rely on model photographs because my body falls into model height range. Usually, this method doesn't fail and the hemline falls correctly.
Sometimes people still won't take the hint so I brace myself with a cup a chardonnay beforehand.

LOL I didn't mean halachically! On that point, I know what I will/won't wear.
I meant, how do I know this skirt really will be knee length for 5'10 me?
Btw by here there are so many rabbis and rebbetzins because there are so many different communities (different in strictness, origin, hashkafa, etc). That's the coolness of not being out town, where having one rabbi is already not a given!
