I keep seeing mention of the Watcher and the Interloper...who are they?

The Watcher and the Interloper? [That's it, Sieg, Conan is helping make that FAQ.]

They're the ones who kidnapped us. The Interloper seems to be responsible for bringing us here. He's really scary, and things like when the monsters invaded the city months ago when I arrived, that was his work. The Watcher is his brother. He's calmer, more laid back but even scarier for that, I think. They appear on the watches rarely but a few people have encountered them in the catacombs. That's where they live, you see.

They're also thousands of years old and may possibly be vampires.

I think I'll stay far away from the catacombs, then, I wouldn't want to run afoul of them... [Secret score. She has their location now.] What sort of things would they respond to, on the watches? Threats?

...Vampires. That's as plausible as anything.
