Peeta spends most of the second half of Mockinjay voluntarily in handcuffs because he’s been brainwashed to kill Katniss and pulling on the handcuffs helps him remember what is real and what is not real and Katniss is totally still trying to save him and even treats the wounds on his wrists but lets him keep them on.
