I think he's using "in conflict" to mean "not the same", not "competing" or "fighting with". I don't disagree with any of the points you're making, including that what he's saying sounds racist, but I don't think he's talking about full-on head-to-head class struggle.
I find it fascinating that Hispanic children constantly get left out of the discussion, when so many adoptive parents are reaching out to Guatemala, etc.
Articles like that always confuse me. Does my dad only half-understand me because he's only half "white"? And culturally, he's from a different heritage than my mom, and I had to adjust to a completely different kind of family, one that was clearly unrelated to me, from looking at me for one nanosecond. (My mom's family is Irish, Dad is Italian and Hispanic.)
Know what happened? I adapted. And love both families.
