I thought both Halle Berry and Rosamund Pike were terrible characters in that movie. I'd definitely blame the writing.
"Worst Bond girl" is a tougher position to justify because, like you say, the Bond girls have often been lacking in character. Particularly in the earliest movies. Halle Berry's character definitely has a distinctive personality but, as with many aspects of "Die Another Day", I found the performance in the movie teeth-gratingly cheesy. (Perhaps it's at least partially because I'm not American, but the idea of an intelligence agent saying, "Yo mama!" seems a little out of place, no matter what race she is. It's not a line I remember standing out as the worst part of the film though.)
If we are going for worst Bond girl, I'd have thought "Christmas Jones" in "The World Is Not Enough" would be a more obvious candidate. *shrugs* The attempt to make Denise Richards more than just eye candy fell completely flat.
Why is it wrong for an intelligence agent to briefly use a bit of slang? Is there some law that a character (especially a spy) is not allowed to do so?
I made a list of the worst Bond girls in the franchise's history. Neither Berry, Pike or Richards made the list. On the other hand, I was not that enamored of the latest Bond leading lady - Léa Seydoux. Yes, she is a pretty good actress. But she spent most of the movie pouting in an unattractive manner. And she had no chemistry with Daniel Craig. But I wouldn't say that she was one of the worst.
