they are, but they probably mean "cross medium" as in you can't tag someone in a meme from the same canon as you're character so...if someone from Homestuck posted, for example, canonmates or characters from Homestuck would not be allowed to tag them. Only people from other canons.

i think it means than you can't even tag within the same medium, like no webcomic people can tag webcomic people or whatever

it's stupid that people have to be FORCED to not tag in their canons. I'd assume the people who don't tag outside their fandoms on regular memes would just avoid a cross medium/canon meme. so what's the point?
