Step one: When someone needs assistance, no matter how trivial, leap to the cause dramatically as possible! An ally of justice always helps those in need, even if the help provided is over the top and unnecessary!
Step two: Selective hearing! Only hear what you would want to hear and when there is nothing you want to hear, carry on like they said something completely different!
Step three: When making friends, gauge just how interesting they are! If they prove amusing or entertaining, harass them constantly! Flay is a guy who lives off of things be interesting, so always put him out there with the most out there characters you can find.
BONUS ROUND: Label a select few people as VILLAINS in your mind so that he has even more people to harass in a completely different manner than those he would shake down for being on the side of justice!

Unfortunately I'm in a private game right now only so a bit of stuff is limited but I'm having him TAKE CHARGE!! in order to protect the helpless victims!! and all that. H-haha.
