What I would do is ask if you could "foster" America-- instead of taking him as a permanent character replacing one of the three slots with characters you actually want to play, see if you can have him as a fourth in order to progress the plot while leaving him open for adoption by a new player, should they come along. This would allow you to move the plot along, but if someone else came along wanting to fill it on a permanent basis you would have to give him up again.
The other alternative would be to make him a mod-controlled NPC in order to progress the plot until he has a dedicated player, if they don't want to risk Drama over other players also wanting a fourth slot.
Making him a mod-controlled NPC might be better, not just because of the limit, but because I don't think I could take on four characters at once.

I only took on South Korea as my third because I really, really liked him, and I never imagined anything like this happening.)

If that doesn't work, then I would never in a million years recommend that you give up a character you love to play for one you feel you have to play. It may sound like a solution in the short term, but if what you're after is increased activity, you'll hate it in the long run.
If you must give up a character to play America, then give up the one you're the least interested in of the three, no matter what else is happening in the game. Don't give up a character you love because it's "not important enough."
Enthusiasm for characters is gold, and should never, ever be thrown away lightly.

I've decided to keep South Korea after all (along with the others, because they are very involved and I love writing all three of my muses.)
I remembered something I should have thought of earlier - my profile for Korea was approved before our America left us, so it's not like "I chose to play this role even though we had a vacancy." I chose him before I knew we would have a vacancy, if that makes sense.
We've actually decided that we're gonna write around him for now, and hopefully things will turn out good in the long run.
I've actually thought of a mini plot for Korea, China, and Japan, so that should be exciting!
