the worst part of it is that you wouldn't have any control over it - here's what i can offer you though as some sort of comfort: so long as your apartment complex is pretty much up to code (and if it's a dorm or something on campus, you can have faith that it probably is), you should be okay
the apartment complex i was living in was a really cheap one on the border between the bad side of town and the upscale part of town - rent there was cheap while still TECHNICALLY being in the good part of town - believe me, it's a mistake i won't make again
also, if you're really afraid of that, try getting renter's insurance - it's really not that expensive at all (about the cost of a cell phone bill), and on the off chance that this ever happens (or most other catastrophe's), you will at least be able to replace most of what you lost
