Being a bit of a character nut, I gotta say, you have Harley down to a peg. You're doin' great!

As far as plot... I'm braindead currently. Perhaps I'll figure something out.

It's easy to hear her voice in my head, what can I say?

As for plot, why not start with the reason the Joker's been quiet so long lately? Maybe he hit another slump or something. It seems to happen to him a lot.

New city, having to start from scratch, no goons, and a world that seems to be filled with people who ALMOST provide competition for his insanity. In other words, a comedian with a bad audience.

Not to mention the whole Harley bit.
