Because Italy has finally noticed after days and days that Deutschland has been feeling down lately, and surely the exact same things that make Italy happy would make Germany happy! and Germany being happy is important right now because... Italy isn't sure why this is suddenly such a big deal, because he's always yelling and angry anyway, but it is, and Italy's not one to think about this too hard.
So he's waving down and handing out flag-invitations to anyone he sees. ]
