Disclaimer: I've read parts of the first book, the first few chapters of the second, and none of the third; have seen the first movie.

Well it's not that hard to imagine when you realize that the Capitol had most of the money, and even though the Districts had more people, aside of District 13,which had nukes, they had less of the technology as well.

we hear a lot mentioned of genetically manipulated weapons coming from the capitol, but nothing similar coming from the side of the rebels.

hm, nukes vs money...I know which side I'd bet on. :)
(of course, they lost - probably because I thought they'd win)

seriously, one would think nukes trump everything else.

maybe because they assumed that, since they had more people, they didn't need to bother with gene-manips?

Ah, but look at it this way, if you got one side with at most a couple of guns (and there's doubts about even that) and the other side has tanks, hovercrafts, all kind of high tech weapons, plus the bio-weapons (because that's what having all the money gets you) and then there's the bit that population numbers already are at risk, so using nukes is questionable to begin with...

Basically, District 13 used the nukes as a threat to defend themselves along the lines of 'leave us alone and we won't use them', as a reaction, the Capitol bombed the surface of 13, making it look as if it was completely destroyed and broke all their contacts with the other districts.

And then over time, the capitol build their own nukes, so the stand off became complete.

ahh, thank you for the clarification and explanation. (and your "look at it this way" is quite useful)

though it leaves a lingering question (as does much of this fandom)...what happened to the rest of the world, that nobody could call for backup?

on the other hand, there's one possibility. which is reinforced by this:

the Rockies has all those things (and nobody else has them) because pre-War Panem is North America after John Connor defeated the Terminators and SkyNet!
