Not a Mary Sue, though bad writers could have turned her into an evil one.
She's proven she can hold it together, come hell and high water and extreme isolation and being chased to within an inch of her life. She's good at problem-solving and deduction. She has a perspective born(e) of Deep Time, honed by being able to move around and watch Deep Time in action. And she's entirely human.
And pretty, and clever, and pretty clever, with a stunning accent.
What I love is how Tosh is able to roll with all the punches that the show delivers at her...read: I love her strength and internal fiber, her ability to get right back on her feet. (I don't love that she gets all those punches; even with the question "if none of that happened to her, how would I know how resilient she is?")
While I'm sure the writers would've found something to regain the Doctor's interest in the universe and fighting the injustices therein sans Rose...in canon, Rose helped rehabilitate* the Doctor from a war to battles just as important for (as the Geth called them) lower/lesser species. She gave him a reason to keep fighting, to keep exploring.
Always a step or three ahead of everyone else (if she hadn't been, Nate would've caught her years ago). Kind and clever in equal measure, with a strong moral compass. As willing to protect those close to her, as she is to protect herself. (the issue of Sophie's real name - like the whereabouts of The Italian Woman - seems to have been dropped/forgotten abruptly, in the same season it was raised)
And her accent - both her default accent, and the accents she's proven capable of - are exquisite.
Takes no BS and follows orders as far as she can, while being ready and willing to draw a line in the sand. Is as sure of herself as any realistic person can be in what is essentially a glorified submarine that's not going home. she hasn't turned into an automoton; and while she can cry, she doesn't fill her days with tears; and, while having a definate opinion about being dumped for a waif, Vanessa's kept from going on a rampage or turning into a duty-only automaton.
And, right up there at the top of the list of most important things, is her sense of humor. and I'm positive she's got an accent - it's not Stereotypical American English.
She's willing and able to call the Doctor on any BS or questionable actions. She's a strong character with a mind of her own (and isn't afraid of letting people know it)...while also being open to new ideas and suggestions from other people.
