Absolutely ridiculous. The new element was only necessary because Tony was putting the arc reactor INTO his body; Rhodey wouldn't have had the same reaction. The "poison" wouldn't have been such a huge issue if the arc was just being used as an energy solution. Stark couldn't possibly have foreseen that his son would have an arc reactor in his chest.
so...Dear Old Dad came up with an element that would burn hotter and more efficiently. the fact it ended the blood poisoning, was pivotal for Tony Stark, but probably never crossed Howard Stark's thoughts.
