I don't personally, know Tewkesbury, but parks, government offices and schools are not usual in the centres of medieval market towns! Wikipedia is quite good on Tewkesbury,
Usually, any medieval market town will have, at its heart, a series of narrow streets which are now probably occupied by shops. There may be a town hall. There may be a merchant's hall and/or a market cross - in the case of Tewkesbury, there is a war memorial which serves this purpose. There will always be a church, if not several.
Tewkesbury, of course, has a magnificent Norman Abbey, which is now the parish church.
I'd guess the church lil_shepherd refers to is pretty close to the middle as all the photos of the flooding show that very prominently and it seems to be on the only patch of unflooded ground in the town! Try google earth. If you need more info, let me know and I'll take a look on some more aeriel photos.
