I'm working along the same lines but a few steps behind you. But we're both ahead of anyone in our field. (MST3K: The Movie paraphrase)

I would like to develop a story along three different political worlds: one is tribal (main character - Shar), the other is a kingdom, and the last one is a rising city-state. Shar has her own tribal government / people destroyed and must choose between the kingdom that raised and trained her or a free city-state emerging to fight the kingdom. I think if I can develop the characters, the political system will act as a dynamic back drop.

You're a much better writer than I am so I expect GREAT things from your fantasy story!
