NYC drastically reduced subway graffiti by reclaiming cars -- once they'd cleaned a subway car of graffiti (and put on whatever treatment it was that made it easier to clean), that car *stayed* clean of graffiti, even if that meant it needed to be stripped clean every morning at 4am. It worked, and as someone who didn't think she really cared about the subway graffiti, it was amazing how different non-graffiti'd cars and cleaner (not necessarily clean) stations made the subway system feel.
