I think the simplest solution would be to make any service-based companies that are directly related to the state of a person's health be privatized instead of a publicly-traded one. This includes makers of medicine, insurance companies, health maintenance organizations (hospitals and everything below). Once these companies start running themselves in the interest of their clients instead of their shareholders, a lot of this nonsense will work itself out in short order since the free market will drive the ones that aren't worth a shite out of business.
