The LHC is running again. It is not up to full energy yet - after the problem last year they intend to bring it up to full energy rather slowly.

The curved lines are indeed intended to represent magnetic flux. It is the magnetic field generated by the positively charged ions (gold ions in this case)passing by each other that helps to make a measurable asymmetry from the local parity violation.
