Okay, tipped off by the Global Development Web Briefing, I got another answer to my question from last week (pointing me in a crooked line). According to the World Health Organization, here are the global rankings for alcohol consumption per person over 15 years by nation

I'm rather surprised Russia isn't in the top 10...

Yes -- my development alert made a point of mentioning the Top 5 and then Russia's ranking.

The study itself acknowledged that black market and illegal economic consumption was likely to go underreported or unreported. This would mean many nations that have a lot bootlegging (like Slavic countries with the homemade Slivovice and vodka and Pacific islands with our homemade Tuba, Kava Kava and Yeast) will be under-ranked.

And last week I pointed out that Luxembourg's high ranking was due more to selling to Germans, Belgians and French for lower tax rates than to native Luxembourgers.
