An interesting world/concept is nothing but exposition without a good character to guide you through it. You don't necessarily have to love the character, but to me, characterization has always been about how they react to the world they live in, and the situations thrown at them. I'm enough of a bookworm that once I pick up a book, I rarely leave it unfinished. The true test for me, however, is whether or not it stands up to repetitive readthroughs. The world, if described well, can be fascinating the first time. If the character begins to annoy me, however, or if they're just not interesting, then I will frequently stop reading in the middle of a second (or third, or fourth, etc.) readthrough, and go to find something else
