You know, I do have a sewing machine. :) Now costume-making from over 500 miles away is a bit tricky, but if you had Kate take your measurements, it'd probably be fine 'cause none of it has to be fitted or tailored closely. The hat...hm...I might be able to do something akin to a jester hat, but in a solid color. I could flip through the pattern books next time I'm at the fabric store.

Just a warning...I'm not actually going to have time to sew until after my exam in March, but since I got writer's block on that today, I think I found a pattern that would work.
Unless you want a collar like some of the pictures I saw from the earlier edition. I think I saw some other patterns that would work for that.
For material, the heavier the fabric the more realistic it's going to look. It'd be really fun to find a mid-weight fake suede; it'd have such a nice drape. More expensive than a simple green cotton, but according to that pattern you only need about 3 or 3 1/2 yards so I could probably find something for about $4-5 dollars a yard. Add in thread and buttons and interfacing and I could probably make the whole thing for about $30 bucks.
You so totally win at life! Doesn't matter when it gets finished. I don't know that I would actually have a place to wear it until Halloween. But yeah, the fake suede would be cool. And I think I like that pattern. It would probably need just a little tweaking, but we could probably iron out details once it actually got underway. And yeah...no collar.
