I'm not familiar w the show at all
but
I was amused by the lines, " “Please don’t do that [maintain/assemble your sniper rifle] here”/“They look at me funny when I do it in the park.”

Judging by the season finale, what Finch says in the voiceover may be intended to be both literally true (at least for the particular government types he and his collaborator dealt with) and Finch protesting too much out of guilt over his original resistance to doing anything about the "non-relevant" numbers.

It's definitely possible that those idiots wouldn't have done anything with the numbers. (Of course last night they executed more highly trained, loyal people for "knowing too much," despite that being the point of their jobs.) But I find it hard to imagine that even the evil "they" in the government would've wanted to ignore any information if offered them--it was Finch's own design choice to deny them nonrelevant numbers. My guess is that they'd at least have looked for "important" people.
