The Psychopath Test was so disappointing, after Men Who Stare at Goats. After a promising start, it dissolved into an incoherent mess about nothing at all.

I was turned off enough by this one that I wasn't interested in the CIA one--it's better?

It's excellent. It's a black comedy about the real-life black comedy that was the CIA's experiments in psychic soldiers, dosing Castro with LSD, and similar bizarreness, very funny and also disturbing. (At one point everyone who's supposed to be psychically spying on the KGB is disgruntled because, since they don't officially exist, neither does their budget and they have to buy their own coffee.)

I know a lot of it is factual and am not sure of some of the rest, but the psychology of both government bureaucracies and the sort of people who would want to be psychic black ops is dead-on.
