You need an issue tracking package. Commercial ones like ClearQuest work well, but cost thousands per seat.

Fogbugz is also nice for this, and much cheaper: http://fogcreek.com/FogBugz/

Bugzilla is free, but hard to configure.

Those are impressive, but they are more complicated than what I need. I am looking for something for my personal tracking, not a tracking system for the project.

If it was me, I'd probably build an Excel spreadsheet for the purpose.

But you might be able to adapt Spacejock Software's Sonar program to your purpose. It's originally designed for tracking short story subsmissions, but if you pretend "submitted" = "sent out for approvals" and "sold" = "document issued" it might work.

And it's completely FREE.

I thought about a spreadsheet, but I've tried that a few times and failed.

Sonar looks like it's worth a download and trial. Thanks for the tip!
