I hit one of those a couple of months ago, but it was through a temp agency, so it went from "we have this job at Scholastic" to "sorry, it's actually at your ex-employer."
If they won't have me at a good salary and benefits because they're in round umpteen of corner-cutting, I wasn't prepared to walk in at maybe 2/3 that and no benefits at all, sorry. Not when I can get a significant fraction of that from unemployment insurance without having to schlep downtown every morning, so more sleep and no commuting costs. (The person at the agency thought that ex-employer would be too embarrassed even if I had been willing.)
