The Hetalia community has one of those banners, and a few of my friends do too. Apparently, you can upload your pictures here http://sig.grumpybumpers.com/ and every time you refresh the page, it's a random selection from the pictures you've uploaded. Comes in handy with a multi-fandom kind of person~
