In the Space Cases bible (what creators write as a guide), it does say that: "While pursuing a space pirate named REAVER, Goddard knowingly crossed stellar borders into non-I.N.S. territory." Your theory does hold up to that. I like the idea of Reaver sneaking across the border as a tourist or something. In a Hawaiian shirt. XD But probably not in that big ship with the skull'n'bones on it.
I happen to have a personal theory that involve those doppelgangers mentioned in "Trouble With Doubles", but it's not totally developed yet. ^_^

Oh? A theory on the dopplegangers? I'd love to hear what you have so far! I mean, unless you'd rather not, of course. I really like theories and ideas, especially when they're of things that are otherwise left a mystery. XD

But the problem with that is I'm not sure if I want Commander Goddard to be innocent. And the whole doppelganger thing came after the series bible, so it wouldn't have been meant that way. I'm really torn on the guilty/not guilty thing. It's up to the creators, I suppose!
