Do people outside of Detroit use the term "Hizzoner"?

do people inside detroit use it? what the hell is hizzoner?

according to mia, "blase splee" is a detroit-ism. had no idea. i don't think i say it, but i hear it often enough. i think i use the "blase whatever" variation. (to mean "blah blah blah") i know i heard "blase splee" in the black lagoon song "star", but my cousin from the eastside says he never heard of it.

I haven't heard blase (pronounced blah-zay) splee in a loooooooooong time. That was more my sister's generation of slang, IMO.

Hizzoner is what they call Kwame.

From what I see, it's a derrogatory way of referring to Kwame. I've seen it said a lot in the past few years from reading stuff on the net...
