According to the BBFC website (always a great source for information of this kind, since anything coming out on DVD or being released in the cinema has to be submitted to them for classification), there's a Torchwood Declassification with a runtime of 31m 48s.

A Declassified that's 30 mins long for the whole 5 episodes? That's somewhat disappointing.
