There's a fundamental shift in power generation occurring now. The cost of photovoltaics has been declining rapidly; a 800 MW facility in Dubai was bid at US$.0299/kWh; one in Mexico went for US$.035/kWh.

What happens to Canada if PV becomes the cheapest way to generate power? Nations at high latitude will be at an energy disadvantage compared to equatorial nations.
