So you move out of a country (or never lived there) and the country can still claim you as a citizen, no matter what other citizenship you hold? And they claim their laws apply to you no matter where you live?

Back during the Cold War the country in question would have been the USSR. Which was also noted for spying on its citizens, security services who were basically thugs, a closed political system, and…
