That would be Rowdy Roddy Piper, pro wrestler, raconteur, philosopher king and star of a surprisingly watchable sci-fi movie (THEY LIVE).

3. k_sui is correct. At least, it sure as hell looks a lot like Roddy Piper to me. It does, however, also look somewhat like Robert Plant.
