There is a good chance that, due to how obscure his canon is, many people don't know who Wilhelm is. In his universe, Wilhelm is a being created by the collective unconscious of humanity to protect them from the eventual decline and stagnation of the universe. He is, in no small terms, a conglomeration of the psychic energy of not just all mankind

Yes, he may fourth wall him. Considering he definitively knows there to be other dimensions out there, it wouldn't surprise him that others might have some knowledge of it as some form of fiction in their universe.

Race: Fairy
Power(s): The fairies powers aren't really focused upon heavily in the storyline, but they are powerful enough to wield some magic. In Elfaria's case, she has the ability to fly and was said to be the original wielder of a powerful jeweled crossbow called the Tasla.

How much about you is Wilhelm allowed to know: He can know as much as he want, Elfaria would be easy to read like an open book. He can learn about her days as the Queen of Ringford, and even gain some knowledge regarding the wars that took place for the Crystallization Cauldron.

Is Wilhelm Allowed to Meddle In your Life: Ha, ha! Elfaria would become a tad frustrated about that, but I laugh at the idea. I say yes.

Can Wilhelm Mind/Physically Control You: Hm, probably not. I'll say no for now, but I can be swayed by chatting more about this topic.
