There's probably an icon-making community for whatever fandom you tend to enjoy. LJ might have tumbleweeds blowing around but most of the fandoms are still pretty active. Even if a community is dead you can usually hijack zombie icons that have been laying around someone's webspace since 2003.

Oh, and http://faceyourmanga.com/ is kinda fun, I made some there.
