Crop your base and sharpen it if you need.
Duplicate the base and set it to Screen 82% (It depends on your base).
Creat a new fill layer with #ABD0EF and set it to Color Burn 100%.
Creat a new Hue/Saturation layer and set Saturation +40.
Creat a new fill layer with #B9F1E5 and set it to Soft Light 50%.
Add textures or brushes if you want.
I took this from blimey-icons and set it to Screen 100%.
And you're done!!
