Why don't you be the very first one there to start wearing a costume on Oct 31st??? Then everyone will see how much fun it is and will follow.

Not universal I'm afraid. Just a North American thing and maybe British.
Well some people do have parties but it's not really that big a deal.
I had the best halloween party in '98 though. I think I'll have another one next year hehe.
