You so have my sympathies--there are things more irritating than someone who just has to fill the space with chatter, but not many.
I can only suggest that you don't respond, and then when he says something more direct, don't answer until he asks a second time, and then say "Oh, I'm sorry, were you talking to me?" Many people can tune out distractions when they're in the middle of mentally-taxing work, you just have to act like that's what you're doing. Though this suggestion might not be appropriate for this person, since I don't know him (and wow, does that make me feel good).
