Mr. Kurama we seem to have an overabundance of errant children in the streets. Our priority right now is to make damn sure they get home safely or reunited with someone who knows them and is responsible. Otherwise, we're going to end up with an epidemic of missing persons to catalogue!

We can sort out operative candidacy later when thing have calmed down.
