I could remain in the surface, but I would be forced to fight, and expose some of my talents. So far I will remain and watch, but soon, I will be there.

You could always claim this was some elaborate plot to capture myself, Hojo, or Grantz and stop us. Gain the trust of one of us to attempt to bring down the whole. While I can't give you Grantz or Hojo, I can myself.
