I just read that in August they are releasing a special prussia CD called "oresama CD" that is a CD drama similar to Prussia's april fools madness. It says he will sing "Listen to My (oresama's) CD!"

to solve the mystery: he is from the game harukanaru toki no nakade 3 :D
his figure is currently on a 50% off campaign at animate stores so I bought it and drew while staring at the figure ahaha orz
