Grading President Bush

Someone asked me how I will grade President Bush's terms in office. First, it is waaaay too early to grade his terms meaningfully

You're being too generous. I'd give Bush an *overall* C in the first term (A for response to 9/11 and tax cuts, but WHOOPS we forgot the spending discipline) and an F to Congress in that same period. (It's a higher F than some because they did the right things on foreign policy and WOT, but they spent too much money, passed Medicare Part D, etc.)

F's in both second terms sounds about right.
