They say the people who should have investigated the WTC disaster wouldn't have shown up in hazmat suits so the people who did show up in hazmat suits were there for a different reason.
Basically the hazmat suits were to protect the true identities (and objectives) of this team and not to protect them from the toxic atmosphere.
