1. Yes.

2. It is up to the parents.

3. When it is demonstrated that it can survive outside the womb. Currently the 20-22 week period, if I recall correctly.

For crying out loud - why don't they put their efforts into embillical cord blood for stem cells? It's been proven to be a solid source for stem cells, there's plenty of that available in hospitals every day, AND it's not controversial. :P

Seriously. WTF is the US government doing taking my money by force and spending it on research. If I want to spend my money on research, I'll invest in a company doing said research.
