Not so distant future, Scientists must be licensed to do scientific research and if they get results the board of sciences (manned by lobbyists) doesn't like they can lose that license.
And if they don't produce research along XYZ lines once a year they can also lose there license.

1. Eh. I have some issues when the mother to be is past child bearing age (can't get pregnant because she is too old) beyond that it's a good thing [tm]

2. Oh goddess, Make WMDs? As YTMNDers tend to put it "care" (meaning "I don't care"). This is a science ethics question where I don't even come close to understanding the details.
I thing where your going is in research, If they can be salvaged for research then go for it. I've no personal objections to fetal stem cell research. If I were in office instead of Bush this would be a non-issue as I wouldn't restrict stem cell research to adult stem cells.

3. Lawfully vs Ethically.
The lawfully protected right to life starts at conception. But until the child's birth it's the mothers right to the child's life. The child's right to it's own life starts at birth. Legally speaking of course.
